Logistics and Meeting Planning Support for the National Institute of Drug Abuse (NIDA) Division of Clinical Neuroscience and Behavioral Research (DCNBR) - Acclaro is current providing contract support for logistical planning of expert small group meetings and scientific conferences. These services include meeting planning, development of meeting materials, coordination of travel and hotel accommodations, onsite support, reimbursement for travel and honoraria and meeting follow-up and reporting.

Acclaro is currently supporting the Department of Interior’s National Business Center (NBC) in implementing an ISO 9001 compliant quality management system.  The NBC is a federal cross services provider that provides administrative and management services to a variety of federal government agencies.  In supporting the NBC, Acclaro has assisted with strategic planning, program planning, project planning and project management, mapping the “as is” business processes, conducting a gap assessment against the ISO 9001 requirements, and developing a communication plan, risk management plan and training plan.  These services involve not only development and deployment of the quality management system, but perhaps more importantly are designed to ensure the success and sustainability of the initiative by transforming the organization’s culture and developing an organization-wide focus on the customer.  An important factor that contributed to the success of this project has been the change management and communication efforts that have garnered the support and participation of stakeholders at various levels of the organization.

Most Efficient Organization Training for GSA’s Heat Operation and Transmission Division (HOTD) – Acclaro is currently assisting HOTD with the skills assessment to assess the technical proficiency of its staff, identify skill gaps and document developmental needs.  Acclaro is also developing a training plan that will outline a structured curriculum to guide the professional development of staff as they progress from entry level novice to senior expert.  Another aspect of this training includes support of HOTD’s effort to develop a comprehensive set of Standard Operating Procedures that document key activities.  Finally in order to assist the organization in closing any skill gaps identified custom training will be designed and delivered based on the outcomes of the skills assessments.

Energy Study and Operations & Maintenance Manual Update for NASA Goddard Space Flight Center (GSFC) – Acclaro is supporting the NASA GSFC Central Power Plant with the development of a comprehensive program for measuring and monitoring program performance. This includes the identification of key metrics and a program to monitor facility efficiency. Acclaro recently completed an energy audit and provided preliminary recommendations. Acclaro is also supporting GSFC in updating their Operations and Maintenance Manual.

Recently Acclaro Research Solutions, Inc. had the opportunity to support the development and deployment of a balanced scorecard for Defense Logistics Agency’s (DLA) Defense Energy Support Center (DESC).  Acclaro partnered with the The Balanced Scorecard Institute and BearingPoint to complete the work.  Because the balanced scorecard is a strategic management system for the organization, successful implementation requires careful integration of the program, including change management, building consensus among various parts of the organization, and developing a comprehensive communication plan.  The consulting team used a variety of techniques to develop sustainable consensus within the organization. DESC, a DLA Field Activity of approximately 800 employees, provides energy solutions to the Department of Defense, most notably providing fuel directly to the Warfighter.  This consulting engagement occurred as they were fulfilling their mission to support the War in Iraq.  The engagement involved working with several cross-functional teams of representatives from every area of the organization to identify/validate the organization’s mission, vision, customer value proposition and strategic plan. As one might expect representatives from the various business units brought differing perspectives on the organization and preferred priorities and direction for the organization.  The challenge for the consulting team was to not only reach a consensus, but to develop sufficient buy-in and a sustainable agreement regarding the strategic direction of the organization.  The DESC enterprise scorecard was successfully completed and approved by Senior Leadership.  The organization was pleased with the result and selected the consulting team to continue to work with them as they cascade their scorecard to business and support units and eventually to individuals within the organization.

As a follow-on to the project described above, Acclaro served as a subcontractor to Bearing Point and the Balanced Scorecard Institute in an engagement to facilitate workshops held to develop operational performance measures for Defense Logistics Agency’s Defense Energy Support Center (DESC). DESC is an organization of approximately 800 individuals including federal civilian employees and active military. These facilitation services were the result of a previous engagement in which the consulting team developed an enterprise balanced scorecard. Like many federal agencies, DESC has an ongoing requirement to report organizational performance relative to a number of parameters. They had found that in many cases they were not using appropriate metrics, and the number of metrics being reported on had become burdensome. The facilitated workshops included representatives from every area of the organization to identify metrics that can effectively guide and evaluate organizational performance. The organization is incorporating these metrics in the organization’s Quarterly Performance Report.

Acclaro Research Solutions, Inc. recently supported WSSC’s organization-wide Continuous Improvement Initiative.  WSSC, an Agency of approximately 1200 employees, has recently undergone significant organizational improvements and business process reengineering.  The continuous improvement effort was driven by the organization’s Strategic BluePrint and Balanced Scorecard.  This effort was prompted not by a crisis in quality, but rather by the desire to continue to make incremental improvements in organizational performance.  Acclaro provided a variety of services designed to ensure the success of the program by fully integrating the program into the organizations operations and culture.  This included program design, development of relevant Standard Operating Procedures, development of a risk management plan, development of custom training material, change management support and consultation and, development of a procedure for rewarding and recognizing participation in the program and finally, development of a web-based tool to automate the administration of rewards and recognition.  One critical success factor was to design a program that would support and extend WSSC's existing organizational transformation effort and that would integrate with multiple other existing policies and programs.

ThinkSharp Inc. is a small, privately held company held company that provides web-based, distance learning products and services.  Acclaro identified an SBIR program for ThinkSharp and assisted with the response to the government’s solicitation.  The proposal to develop Distributed Medical Training for Force Mobilization and disaster response was accepted.  An important part of the requirement was the integration of appropriate best practices regarding training, adult learning theory, and decision-making under stressful situations.  Acclaro consultants provided advice and guidance regarding the instructional design approach and the application of appropriate theories of cognition.  Acclaro also assisted with the development of assessment items and developed the pre-and post-test materials for the prototype course that was developed.  The project was  accepted into Phase II of the SBIR program.  Phase II is currently ongoing.

The American Heart Association’s National Registry of CardioPulmonary Resuscitation (NRCPR) is a national database designed to help hospitals measure their processes, performance and outcomes in caring for patients who have suffered cardiopulmonary arrest.  Dr. Fiedler, President of Acclaro was an integral part of the team that worked closely with the American Heart Association’s Scientific Advisory Board to identify appropriate processes, outputs and outcomes and meaningful ways for reporting this data.  The project also included the development of a system to provide for data collection, aggregation and analysis, and the distribution of automated reports to participating hospitals.  For more information, please see www.nrcpr.org.
